(a) The ratio is obtained by:

scale length : actual length

Be sure that the units are the same, and by that I mean, if the scale length is measured in m, the actual length should also be measured in m.

(b) Here, you have to use the ratio you found in (a), or you use proportions using what you are given. If you try the latter, then do like this:

1.2 km => 2 cm
1 km => (2/1.2) cm
6 km => ? Cm
