My 2009 toro will barely pull itself and the clutch feels like there's no press, pedel won't come all the way up by itself. This hapenned suddenly I would appreciate any help

Stop the engine and examine the linkage from the clutch/brake pedal. You will find a idler puley which moves on a spring loaded arm, pushing down the pedal takes tension off the belt to stop the tractor. I think your linkage and possible the arm are binding and in need of some lithium grease or WD40
