Can I appeal against a magistrates decision when it happened in 1993?

No. Appeals must be taken in a short period (depending on the jurisdiction, a month, maybe less).

Whatever this decision was 18 years or so ago, it's done.

Just out of curiosity - why after 18 years are you interested in appealing the decision?
