    Dear sir or madam,
    I have a bachelor degree on economics and management from Israel University and a master degree on international economics from MGIMO-the leader university in Russia and I have USA green card.My question is: what are my chances for career in USA and I am obliged to you for your advise on the subject.

    Your chances are really quite good. You need to post yuur resume on the major US job boards such as Monster.com, Careerbuilder.com, and Hotjobs.com. Make sure that your sepcify what specific economic skills you have so that people can readily assess your abilities. Also mention on you resume list all the languages that you speak and that you have a green card.

    You have a pretty good chance of a career in the US - though if I were in your position I would work on my written English.  Careers in management and economics rely heavily on written communication.  The best bet for you would be to get to the US in some capacity, maybe by taking a short course in a specialist area, from there you can survey your opportunities more closely. Employers will rarely recruit someone directly from abroad, irrespective of their eligibility.
