If you were at fault, the fact he does not have insurance has no bearing on it what so ever. He may get a ticket for no insurance, but since you are at fault you pay for all of his damges, all of his medical bills and for your own damges.
He was not at fault so he does not owe anything.
Tell him to contact your insurance company and submit his claim. They will take care of it.
ScottGem is correct, you don't pay the person personnally. That is why you have insurance. Don't make any additional offers and no further communication once you have provided him with your insurance info.
