I am trying to replace the starter housing on a craftsmen trimmer. I have the part but unable to get the piece off which holds or is connected to the cable which turns the blade or head of the trimmer

I believe the part you are talking about is the clutch drum.
There will be a torx head scew inside it. That will have to be removed then it should come off,
