    What are obligers? The district attorney is generally not responsible for collecting child. ANY question on law needs to include your general locale as laws vary by area.

    No assuming you mean the parent who is suppose to be paid, suing, no they can not sue the state for not collecting.
    They can file against the person who is suppose to pay and bring them back into court.
