The common stockholders are not entitled to dividends unless dividends are declared and the preferred stock dividends have been satisfied.

Your preferred stock should also show a percentage, referred to as the preferred dividend rate. It is typically written that you have X%, $50 par preferred shares. That percentage is applied to the total value of the preferred stock (in your case $5 million) to determine the dividend the $50 preferred shareholders are entitled to receive in a year - thus 25% each quarter.

Preferred stock may or may not have a par value, but almost all preferred stock has a fixed dividend amount. I think that is what the $4 signifies, though usually I see it written as "no par value of $4 dividend noncumulative preferred shares". Again, this is stated on an annual basis. Do you have any more info on the no-par value preferred shares, such as whether there are any shares issued?

It doesn't seem like there is enough info to answer the question.
