I live in Missouri. My oldest child's father has not been a part of his life in over 2 years. He was in prison for the majority of that as well. My husband and I want to get his rights removed so that my husband can adopt him as his own. What do I need to do to get both of these steps accomplished?

You need to hire an attorney. The attorney will prepare the adoption petition along with the termination of rights.
