Children movie from 1980-1990's
Hey, what's the name of the movie where this little white kid with glasses on this really weird bike, that has a wind shield on it. And it was late at night and it was raining. And he goes into this library and I can't really remember the rest but its been bugging me for months now and I haven't been able to find it any sort of clue. I think there's a part where it goes from reality to cartoon. But I really can't remember. Id really appreciate any suggestions, thanks.
