Coaley Council own a piece of land they rent out to a builder who in turn sub lets to someone who has chickens and three cockerels who is responsible for what is going on. Is it the council because it is their land.

I am assuming you are in the UK because you mention 'the council'. Apparently it is a sub letter renting to another sub let, but what is the problem, the chickens and is it a residential area ? You won't be tallking to a solicitor on line for free though. It just does not work that way.
