    How do I get the screw out of the metal pulley, so I can get to the cord housing. The engine keeps turning.

    You use a screwdriver to do that. However just so we have some sort of idea exactly WHAT this is on, you are going to have to tell us.

    Is this a Ryobi, a Robyn, A briggs & Stratton, a Techumseh, a Toro, etc, etc?
