I'm trying to find a part animated, part live-action movie made years ago. The opening scene is of two men in radiation suits checking out the destruction of a small town caused by a nuclear weapon they're people detonated. One of the men stands at a font emitting blue sparks of energy when an anime girl appears before running away.
