I had subscribed to a national newspaper and one day there was a scheme that the subscriber could open a bank account for free. So I went to the bank with the papers and I opened an account and even put some money there. The scheme was only valid up to Feb 2011.
I had called a branch to ask if my account was deactivated for I hadn't used it quite a while, and they said the account would be closed only upon the account holders request and I could still withdraw my money from the account. I had my sister put around 10,000 to my account.
The next day I went to my bank and wanted to withdraw my money so they asked me for my account number and I gave it to them and they looked it up their database and said that they just put " visa prepaid " and not the account holders name , so they looked up the forms that we filled but they said they misplaced the forms that we filled and they asked me to come at some other time. I even asked them if I could withdraw my money at any other time but they said they said they couldn't guarantee that.
Can I sue my bank for their carelessness ?

I'm not understanding what you are saying. Your sister put money (you're not sure how much) in your account and the bank won't let you withdraw it? It would appear it was an advance on her credit card - thus, the "visa" note.

So go back at another time with your proof that the deposit cleared and demand your money back.

This sounds like you have a scheme going, not the bank.

I'm not considering this to be a scheme, OK let me be clear, A Natinal news paper company had a scheme where the subscribers could open up an account in collaberation with one of the best banks in nepal. She put exactly 10,000 in cash and it even showed up in my account on the computer database. But the bank said I could not withdraw unless they find the forms I filled which they had misplaced and asked me to wait and I urgently need the money.

So you take your copies of where you open the bank account, your sister provides you with the receipt where she depoisted the money and you go see the bank manager,

If they can not provide you the money, then yes with all of the proof you have in your documents you sue them

This is in Nepal, correct? I think part of the problem may be a language barrier. In english a scheme, especially in the context you used, refers to something that might not be 100% legal.

I'm thinking it was some offer that one could open an account for free for subscribers of the newspaper. We would probably need to know more details about the offer to comment. But I don't really think the offer matters.

I think the real issue is that the bank has no record of an account in your name. So you need to go to the manager and present your proof that you opened the account and that the deposit was made. If the bank still refuses to allow the withdrawal, then consult an attorney.
