I am working in noida. I born in UP since my parent are from this state but brought up in MP since my father is working there. He has voter ID of MP as well as ration card. But I don't have voter ID of any state but my name is in Ration card. I do have OBC certificate from UP. So I am in confusion, from which state should I apply for passport??

What country are we talking about? UP, MP? In the US you don't get a state passport, you get a US passport.
