Sounds like you both want different things, you want a relationship and she wants to date who ever she wishes and you included, so you need to ask yourself, can you deal with that? Seeing this girl while also dating others and being OK with her dating others too? If not then move on

I would do as she says and keep things on a" friends" basis.

And girls will talk to other guys because 1/2 of the population is
Male and it makes it difficult not to talk to some of them. Don't
Worry about this or bring it up to her as it would seem you are
Being possessive and pushy.

So hang out with her and get to know each other . If you are
Comfortable being with her and talking to her as a friend it
Will make it easier for you to move into the more serious
Dating scene when and if it is time to make that move.

Learn the big three now.

1.Respect her feelings ( and keep it casual for now)
,
2. Always be honest. Always , about everything.

3. Learn to communicate . The better you are at this the better
The chances will be for you to have good healthy relationships.

Learn those three things now and you'll not only be ahead of
Most guys your age , you are setting yourself up to make life
Much easier to handle.

You display those qualities and the ladies will take notice.;)

She already knows how you feel, so if she wanted something more, then she will let you know.

Until then, you can continue to spend time with her and get to know her better, but there's no guarantee that her feelings will reciprocate. You can't force someone to feel the same way about you.

I hate to say it but it sounds like she's using you. She likes it when you hold her and hug her but she doesn't want a boyfriend. Those are things you would typically do with a boyfriend. She is using you without strings. She wants you there but since she's talking to other guys, she doesn't want the inconvenience of having a boyfriend. If I were you, I would move on to someone that is ready for a relationship and wants what I can offer.
