Take the aerator out and I bet it stops. Must be something about water pressure vs. aerator design vs. faucet design. My new Moen does exactly what you describe and I found the suggestion on another site. I am going to try a different aerator or just a screen.
Perhaps it's not the aerator. In my area (Tamps Bay) we are mandated to install air chambers, (water hammer arresters ) on each lavatory supply and the kitchen sink. Perhaps they may need to be drained and recharged. If you wish I can show you how,
In the meantime you can take your aerator apart and clean it. Here's a diagram to go by. You might also remove the flow resister, Good luck, Tom
