The raal father is not around and he don't call or visit we went to court for visitations but he does not show up when we went to court he agree to give me the full custody of my 2 children as long as he knows their home address the court made him pay child support that's all we know about him can some one tell me how can we start the prossess of adotion and once adopted can they use my husband last name

Your husband can't adopt the children unless their father signs a consent (and a few other circumstances, such as the father is in prison for a very long time).

That's the law.

Yes. It will become their name. He will be, in the eyes of the law, their father.

Giving you full rights and signing over custody are two different things.
