I assume that this question is in relation to some objection that the man who made her pregnant might have. He has no rights at all until the baby is born.
No there isn't, and yes you can file only after the child is born.

It is highly unlikely that you can prevent the move. As noted, until the child is born you have no rights. You CAN register with your states Putative Father Registry (if it has one, most do see https://www.askmehelpdesk.com/family...ry-344695.html).
You can consult a local Family Law attorney. There is a very slim chance a court will enjoin her from moving until after the baby is born. Most courts won't, but a local attorney will know the mood of the court in your area.
