If he lost it, he needs to find the lawyer who handled it, or the probate court, if it went through probate. And although he will be free of inheritance tax, he won't be free of tax if he gives it away, so you need to be prepared to pay something. It wouldn't be fair to let the IRS surprise him at the end of the year.
