    What are the regulations regaarding heat in a hi-rise for seniors and the disabled? The building in question is set for the heat to go off when the temp reaches 40 degrees, and it s a cinder block building where it is always either freezing or very hot.

    All PA housing has this heat rule for landlords:
    Provide heat between October 1st and May 15th at a minimum of 65° between 6:30 AM and 10:30 PM; 60° during the night and when the temperature is below 0° unless otherwise provided by lease.

    Your best bet is to go door to door and get as many other tenants as you can to file a complaint (in writing!) together. It has MUCH more clout, especially in public housing. If you aren't sure where to report to, start with City Hall main switchboard.
