WHAT is off coil/ on coil temperature.what is the temperature to be maintained.

In what context! How are we supposed to guess what you're talking about? Are you talking about an electric heat pump? An airplane? A circuit breaker? A rocket engine? A microwave oven? A temperature stable oscillator circuit?

You posted this question in Engineering. That basically limits the context to every technology ever invented by mankind!
