    How can this be.
    IRS is holding my tax refund for 2010 the reason is they say I did not file in 2007. I received a refund last year also received a check on February 14, 2010 for the amount of 160.00 dollars for the year of 2007 so and suggestions on clearing this up.

    It often takes some time for IRS to "catch up" with people who did not file.

    Send a copy of your 2007 return and the refund check to IRS and ask for a reconsideration. The paperwork to appeal should be included with the notice you received.

    For some reason was your return audited, a determination was made that you owe additional taxes, this is what is being held back now?

    I did not file 2008. So I filed 2008 and 2009 last year to get my tax return for 2009 so why didn't they say anything
    Last year about 2007 I know I filed it.

    It takes the IRS about 3 years to notice things.
    They DO make mistakes.
    I have had it happen to me, and it has happened to people I know.
    Just do as suggested above.
    I used a cover sheet (over all the copied documents) with big bright red crayon on it saying I didn't owe them a dime, and they did correct it.
    The IRS never admits to making a mistake. The letter they sent me said 'We have decided to waive your liability.' Hah
