Many times they "Bulge".
If you can separate one lead from the circuit, you can do a basic test with an analog multimeter set to ohms scale.
Each time you reverse the leads, you should see the needle kick over quickly, then slowly fall. That is the Charging and discharging of the Capacitor.
I have a Capacitance tester.
What is this in, and what part of the Circuit? Power Supply?
