When can you declare the children are abandoned by own mother?
My sister 27 y.o, single mother of 2, left her kids with my mother in the province. She doesn't call nor send financial assistance for their expenses. The children's father is totally out of the picture. He didn't even acknowledge them on the children's birth. When can one declare the kids abandoned so I can adopt the kids. Is it even possible?

You don't just declare them, you can make a motion to the court for temp custody or guardianship and then file for adoption by contacting the bio mother and father and getting their permission for the adoption
