Not a lot of information here. "Push" a file? What does that mean? When you start your computer, can it load windows? If not, turn off your computer. Restart your computer, pushing the F8 key until you see a selection of choices on the screen. Find the selection with (not sure of the exact phrasing), wording along the lines of 'restore to last working configuration or restore point'. Press the number key which corresponds to that choice (number is located at the start of the sentence about the restore point). This should help.

If it doesn't (or if you had turned off System Restore), you should use your Windows OS disk. Place it in the CD tray and restart your computer. Follow instructions to repair windows, or even re-install.

If you don't have a disk, it can be possible to replace missing files, but I think this may be beyond you're your skill set and/or my ability to describe the process in enough detail with no feedback on your end to do so here. Find someone who knows computers and ask for help.

I recently deleted some files Now I get files that are numbers and letters all over the place. When I try to get into any exe program it says that "windows cannot open this file: rundll.exe or fstrui.exe, etc.. etc.. Then it says to "Use the Web or Select from the program list".I can get online but whenever I try to download it says it is an unknown file and when I "select from a list" it takes me to that program... but doesn't load

Try doing a System Restore to before you started deleting files.
