I'm looking for the name of a movie in which it's a group of homeless people in a large city, and there is a murderer on the lose perhaps killing other homeless people and two cops go undercover. One of the homeless men rides around on a 'toy horse head' and acts as if it's a real horse commanding it (easy boy... whoa boy etc). Please help if you can!
