I have a kitchen reno taking place and half the kitchen wall is beside my garage and the other half is on an outside wall.

The outside wall has the barrier on the warm side and is correct.

The builder originally put the vapour barrier on the cold side of garage and now if I do it right and bring it on the warm side I will have double vapour barrier on both cold and warm side. Will this bring up moisture issues and I better off just leaving the warm side off as originally done? The problem I have is there is some major cold air coming through if I leave as per original set up.

No, vapour barrier for sure. Not 6mil, but more like 2-3mil

OK vapor barrier goes on the warm side everywhere in your home even if part is up againist the garage. A true vapor barrier keeps moisture from iside the home from reaching the insulation where it could condense. If you hare an air infiltration issue then you are missing a wrap of tar paper or tyvex, plus your vapor barrier must be breached for air to get through
