    Hello k:

No matter where in the world you are, you need to go to court to either GET a child support order, or to ENFORCE the child support order you have.

First off, where are you located? Laws vary by region and we can't accurately advise you without knowing your general locale.

Second, as excon already pointed out, there needs to be a court hearing for child support to be ordered. If there is no hearing, then there is no order. If there is no order, they can't enforce anything.
