I was turning out of a gas station(turning left) both lanes of traffic coming on right side of road stopped for me I pulled out and stopped in the turning lane to look right to continue to pull out and a car coming in that turning lane hit me on my drivers side front bumper and when the cops came they tried to say I hit them so who is at fault?

You were obstructing traffic, so I'd say you were at fault.

I've seen a lot of cars do that... go out into the turning lane and then wait for a break in traffic to then get into the actual traffic lane. I could be wrong but I don't think it was designed for that. As the term implies, it's a "turning lane", not a, "lane to sit in or idle along waiting to break into the traffic lane." In my opinion I'd say it's your fault.
