The whole situation its been rainining for a week and the ground is wet. We have a Galcier Bay water saving toilet that will not flush the water is seeping out instead of flushing however the sink and the tub are draining just fine. We have snaked the toilet, we also removed the toilet to check if our little one flushed a toy. What could be the problem??

When you lifted the toilet was the drain full of water? If not, I would try running water from a hose into the toilet drain pipe... toilet removed... and see if the drain pipe backs up.

If the drain pipe backs up when using the hose then you need to snake the drain line.

If the drain doesn't back up when using the hose then you need to take the toilet outside and snake the toilet using a CLOSET AUGER from the bottom and from the top... should reveal whatever is blocking the toilet.
