I did not request this. It is not a repair. They are going to rip out the kitchen floor bathrooms and repaint. This is a private college student apartment complex. Can they legally do this?

Tenant laws vary by state, but I don't know of any state that allows 'improvements' without permission.
Your landlord may be considering this repair, or may be assuming that you will like it, or may think you will be gone on spring break.
Communicating will help a lot. Can they do this all in one day, and not disturb your furniture?
If you need a bathroom every hour or object to what you feel are not repairs (be careful there, because replacing floors that have any broken tiles or rips is repair), put it in writing and send it certified mail, to start a paper trail. But talk to them first.
