Who is the artist and when was the lithograph certified?
The print was certified by the Collectors Guild and has a ink printed number 985 on the backing paper. The lithograph is numbered with pencil as 243/375. The print depicts four black horses galloping into the Sun - all against a burnt orange background. The artists name appears as "de Ceirlo" or " de Oerlo"

The Collector's Guild of New York and Paris operated in the 1960s and 1970s, so chances are your lithograph is from that time frame. As for the name of the artist, a lot more work would have to be done to establish his name. You might find it useful to consult print catalogues from that era, particularly print catalogues that carried a lot of the Collector's Guild prints. Libraries would be particularly helpful, especially the rare books collections, as would antique shops specializing in prints.
