I have 2 15amp single pole light switches that have just 2 brass screws and a green grounding screw on them and I have 4 15amp 125v grounded single receptacles that I want to wire up for my light switches to operate 4 sets of fluorescent lamps which already have plugs on them and one that has a plug and a pull chain on it they all use 32 watt bulbs. I want to wire up the 1st switch to operate the 2 farest lamps and wire up the 2nd switch to operate the 2 middles lamp units.I planned on using 14-2 wire with 1 or more 15 amp circuit breakers.Can this be done? Is there any thing else I need to do or change to make it work for me?

It can be done but not with 14-2. It requires 14-3 cable. Just how depends on whether you are taking power to the switch or to the first fixture.

Don't understand the "already have plugs on them" portion of this

You can use 14-2 if you use it for each set of lights.
I would wire to boxes and install industrial covers, if exposed, and use 2 gang mudrings if going to be covered by drywall. Place boxes so cords will reach.
The pull cords can be used to reduce the amount of light and cost of electricity.
