Its important the area does not get infected, keeping her clean and perhaps showing her again how to wipe yourself.
I can't imagine how she could cut yourself from using the bathroom,it may have happened through playing.
To err on the side on caution, a quick trip to the doctor may be in order,if only to offer a course of treatment.
Okay first of all, her hymen SHOULD be intact... You said she has a cut on her vagina. Two big red flags: her hymen is broken and she has a cut on her vagina.
Answer: Take her to Pediatrics Child Abuse specialist.
Think of all the people she has been exposed too by her herself, make a list and go to the police as soon you get out of the Pediatrics Child Abuse specialist. Talk to your child, ask her if anyone one did something to her. That's what I would do. And some women don't believe their children, but if my child says her father did something wrong... I will always believe my child, because my child comes first and my her biological father comes LAST. Your children come first, ALWAYS. Also have in mind if your child is exposed to a stepdad... or teenager... or man... more if they are not related... protect your child like a lion to her cubs. I say this to you, because I am a mom.
Momandwife, wow. I don't think the OP has to go overboard. From the sounds of things this probably happened while her daughter was playing. There's no reason to assume that her hymen is broken, nor is there a reason to assume that she's been molested.
Of course the mom should ask her daughter how this happened, and stress that it's important to tell the truth, but a full on interrogation on a 3 year old child will only scare the little girl. I also don't think the police need to be called.
I would do as Red suggested and go to the doctor to have her looked at. The main fear is infection, or making the wound worse by further playing.
The vagina is a very sensitive area. Tears happen, many times just through normal activity. When you have an active 3 year old it can happen more often then you think.
I'm not saying that abuse shouldn't be considered, but I wouldn't make that your primary focus. Get the facts first, then if you need to worry you can go from there.

Definitely sounds like a simple owie while playing. Girls get them all the time, from bikes, tree climbing, swings, trampolines, etc. anything could have done it. If its just a small cut, it should be fine. If there is a lot of blood, or if it hurts a lot, definitely be concerned. But for now, check with her pediatrition, and make sure to keep it clean.
My 5 yr old has one that is hurting I don't know how she got it and when I ask her she says she doesn't know either I'm guessing she has hit her self on something or scrached her self all I am doing is keeping it clean as well as adding backing soda and sea salt to her bath to help prevent an infection I oly add a table spoon of both to a full bath it seems to help with the irratation and keeping it clean
This sounds more closer to my worry. We bought her a bike recently a week ago and she is learning how to ride it. I bet it's the cause of the little cut on the side of her vagina because there is no discharge and the hymen is intact. Thanks mom for thinking ahead of me.
