    I have a heat pump and the thermostat doesn't shut off like it should.
    I just moved into an apartment and the heat pump hasn't worked right and the maintence guy has worked on it. Replaced thermostat 4 times charged freon replace a bunch of switches. I think it's the way the thermostat is wired. When I set the temp. and it reaches that temp. it just keeps running cold until it kicks the heat back on a vicious cycle and my electric bill is way over the top.What do I do?

    You need to call the apartment manager. If they can't help you, talk to their boss. If that does not work email the attorney general in your state.
