Our washing machine does not drain all the water out before spinning. This does not happen all the time just every once in awhile. Could something be clogged?

This will sometimes depend on the fiber composition of the items in the washer and how big the load is. If they wick up the water, it will tend to hold water. Do the clothes spin dry? Ready for the dryer? A clog would affect that too and the clothes would still be wet.
