I have it written in the divorce decree that we both claim a child on our taxes. She is now withholding information and I am afraid she might claim both. Is this legal or illegal?

The IRS has rules on who can claim a child. There is an IRS publicaton on that.

What info is he withholding? If you are divorced his tax filing is none of your business, unless it's a matter of child support or alimony.
