    The will explicity states that the executor is not to receive a commission.

    Did the judge of the probate court order that they could receive one anyway ?

    If no, then file a protest with the court that the executor is taking funds improperly from the estate and ask for an accounting of all of the funds ( assuming you are a heir and have a right to do so)

    You ask about reimbursing expenses, as opposed to receiving a commission. The NJ Estate & Inheritance tax form (IT-R) isn't very clear about this, but on Schedule D of IT-R you can list expenses, and I would think that reimbursement for out of pocket expenses (like travel costs) would be included here.
