First it is too late to file after the levy has been executed. Second, I don't believe child support arrears can be discharged in a bankruptcy. All a bankruptcy might do is give you more time to make payments.

ScottGem is correct. Some debt cannot be discharged in bankruptcy. These include child support, tax debt, and federally guaranteed student loans.
