Assuming that your mother has proper insurance - first thing is to call her insurance company and report the accident. They will then pay damages as appropriate to the other party, to the limits of the policy. No neeed to contact an attorney unless (a) she is not insured or (b) she is sued for damages above the policy limit. As for the ticket - does she think she was not really at fault for the accident? Unless she wants to fight the ticket, she should just pay it.

Yes, her insurance company will deal with the accident. Of course her insurance costs will end up increasing but at least she won't need an attorney; Unless she got a ticket for reckless driving etc.
