Exercise builds muscle, doesn't reduce it - if that is your question. You can't reduce muscle through exercise.
That is the question but meaning are there any exercises that can slim down that area?
If it's fat you're trying to lose, all you can do is build muscle to burn more fat and burn more fat by doing cardio. However your body chooses where the fat will come off. It may take a while. Fat likes to hang on the thighs and stomach for women. It's coded to stay there in our dna.
I've had the same problem for a REALLY long time you should do squats, riding your bike or swimming. At one point I was constantly doing squats and riding my bike and I lost a lot of fat on my thighs,but I lose weight fast so I wouldn't be able to tell you if it'll work fast for you,but you can always give it a try.
