Where is the turn signal relay switch for a 96 ford contour

There isn't a dedicated relay in that circuit.
If you mean the turn signal flasher, that is mouted near the connector for the turn signals, high up on the steering column. If it isn't working properly, sometimes you can locate it by sticking your head up under the dash and, while the key is in the on position and all other accessories are off, barely move the turn lever until you hear the flasher "click." After a couple of attempts, you'll locate the flasher.
