1.Find the biological father.
2.File in Court for determination of parent-child relationship.
3.The judge will be obligated to decide that the biological father is the legal father.
4.The birth certificate will be amended.

Or, consult a Family Law attorney who will help you through the process. The key point here is that a birth certificate is a legal document. To amend a legal document requires a court order.
