    Assuming this is an electronic ballast, removing one lamp is only allowed if the ballast is rated for one and two lamps, and you want only one lamp to operate. Then it would draw less current.

    Knowing the ballast make and model number would be helpful to allow an accurate answer to be provided.

    Yes the current drops,but in some fixtures when removing one bulb the other goes out, depending on the internal wireing.
