    Ive tested the plugin at the distributer and there's no power coming to it even when the car is being turned over I would think maybe it's a fuse or a relay but can't seem to find anything for it can someone help me?

    Did the Civic come with a owner's manual? The manual can tell you where in car the fuses/relays are.Most of the time they are on either side of driver door like on the side when you open door... it's been a very long time since I have had an import vehicle so I'm not sure anymore where it would be located.If by chance you don't have the manual to the car you can Google 1990 Honda Accord manual and download it to your computer.I wish I could be more help.

    Yeah I checked the fuses under the hood and near the door where your talking about and tested them with a test light and couldn't find anything but thanks for the help
