Has she been evaluated by a Physician?

You wrote "birth mom and dad". I'm assuming that she's adopted.

How old was she when you adopted her?

Being in diapers at 3 isn't that uncommon anymore. Remember that potty training is not a sign of intelligence. It has to do with learning the feelings your body is sending out. It doesn't mean that she's delayed in any way.

The speech is a concern, but not something that can't be worked on. Judy's recommendation to see a doctor is the best bet. The sooner you get help with her speech the better off she'll be in the long run. Many kids are in speech therapy nowadays.

Get her assessed by your doctor first. That's the logical first step. :)
