My "friend" has been abused by her ex partner of two years yet the police have not arrested him... he has now taken all her possessions claming they are his ( he has never paid a penny for them ) and her bank card.. he says by law they are half his... what can she do please help

Get her to a woman's shelter where she can get legal, and emotional counseling, and resources in your area.

How is he getting into her home to do this,

She cancels that bank card and if he uses it, report him for theft.

As for as violence get doctors report and have doctor call the police from hospital after abuse.

Get extra chain lock on door and do not open for him,

Well all I can say is take him to caught evidence shows the marks he makes and the bank card cancel it then there's more proof that he's a **** and get witness' the police are useless trust me I know by experience.
