The first thing to do is see if you can find out what program is asking for the dll file. If you go into the Control Panel and then Administrative Tools, there's what's called an Event Viewer. If you can go in right after it errors you can see in its separate sections (Application or System usually) the time that errors occurred, and then look further for clues (right click "properties").
