    Yes, a lien can be placed on property IF you have a Judgment against the owner.

    However, liens are prioritized according to when filed. So if a property is in foreclosure it already has a lien that would have priority. If the primary lien is less than the sale value secondary liens are worthless.

    Agree - I am presuming that pre-foreclosure means the foreclosure is not already in process.

    Need more info concerning dates and status.
